The last President to take on the intelligence agencies was JFK,when he threatened to break up the CIA into a hundred pieces after the Bay of Pigs fiasco when the CIA lied to Kennedy about the amount of Cuban resistance and freedom fighters awaiting the invasion,hence the whole affair was a clusterf#$k of the highest order and Kennedy had to own the whole CIA orchestrated mess,on the 22nd of November 1963 the CIA got it's revenge and the lone wolf story of Lee Harvey Oswald was born,who will be the lone wolf this time.
